Looks like Cheney had to add additional postage onto it. The thing that bugs me about this is that the outer and inner envelopes both had the same amount of postage on them. If it could make it there, why not back? Not happy with the post office at all right now.
Apologies for the blur, Vice President Cheney personalized it to my full name. A bit strange that he opted for tracking
